Should we forgive? I am struggling!

Friedrich Nietzsche once said "If there is something to pardon in everything, there is also something to condemn."
What do you think of these developers who move to the UK to declare bankruptcy and then try and do business again?
I am struggling to see how they can
have the audacity to do this. So many people are left broken as a result of their idiotic investments playing with money that was not even theirs.
The money was not theirs, either was the responsibility, but the debt is ours and that of our children.
It is like the Restauranters and nightclub owners here in Ireland who lived the high life, still live in top houses and drive top of the range cars who, drove businesses into the ground only not paying small businesses, suppliers of fresh produce, cleaners etc. Then, only to reopen months later with another business. How can the slate be wiped clean? how can Conrad Gallagher get a TV gig with RTE after this: http://www.rte.ie/news/2003/0514/gallagher.html?
Some of these business people never paid suppliers and are back in business again...

Am I being petty? Should we forgive and forget?
